The lead developer of GTA Underground made a major announcement on GTAforums.com, where he said,

Hello everyone.

Due to the increasing hostility towards the modding community and imminent danger to our mental and financial well-being, We sadly announce that we are officially ceasing the development of GTA: Underground and will be shortly taking all official uploads offline.

We would like to thank the community for the immense support they've given us for the past years and our talented modding team for the incredible work, dedication, and great times we had together.

However, it might not be the end for us as a team. A lot of members in the team as well as some modders from outside the team have shown interest in making our own game title. We cannot confirm or deny anything about such a thing, but we'll keep you posted.

The developers asserted that even though the mod is getting closed, it's conceivable that the individuals from the GTA Underground team will work towards another unique game now, however, this has not yet been affirmed.

GTA Underground for San Andreas was the biggest multiplayer modification for San Andreas which will be taken down soon.

Moreover, it was recently reported that Take-Two is firing an alternate group of developers who had figured out the source code from Grand Theft Auto 3 and Vice City, and they included ports of the games for the Switch, Wii U, and Vita.

So, considering Take-Two is focusing on mods of older GTA games, almost certainly, the supposed GTA remasters will be coming soon, and that is the thing that has been spurring Take-Two's witch hunt.
