The League of Legends 13.24 patch doesn't skimp on changes. This patch is going to shake things up, with alterations coming for a dozen champions, including Briar, Zeri, and K’Sante. Moreover, over two dozen item choices, including every Mythic item, will be swapped out for fresh selections. However, the star of the show lies in the massive overhaul of skins and the launch of a new champion, Hwei.
What's unique this time is the absence of a preseason; instead, the preseason changes are live on the Public Beta Environment, set to roll out with Patch 14.1. Below are the detailed League of Legends 13.24 patch notes.

Riot's going all out with 11 buffs in this update, making significant strides for the preseason and the year ahead. But alongside those buffs, there'll be two nerfs—Briar, as always, features prominently in these patch notes, with Ivern taking the second nerf slot. However, the standout element is the array of buffs and the introduction of the latest champion, Hwei.
Here's a rundown of the major adjustments coming to various champions:
- Azir: Partially reverting W damage for better balance.
- Braum: Rolling back previous knock-up duration nerfs for better satisfaction and usability.
- Galio: Adjusting cooldowns to offer more flexibility and enjoyable gameplay.
- Gragas: Bringing back some power to Gragas after recent weaknesses.
- K'Sante: Seeking a bit more strength in W without going overboard.
- Leona: Reintroducing some early-game damage cautiously to restore lost soloing power.
- Lucian: Tweaking to enhance early-game trading and focus.
- Mordekaiser: Buffing Q and a quality-of-life change for his R ability.
- Qiyana: Reducing mana costs to make her gameplay less punishing.
- Talon: A quality-of-life change for better gameplay experience.
- Zeri: Adjusting AD growth in response to item changes and pro-play absence.
- Briar: Addressing Lethality builds and balancing Bruiser builds.
- Ivern: Simple nerfs focusing mainly on the early game.

Riot's also implementing a massive overhaul of major items in this preseason update, touching every class—Enchanters, Marksmen, Mages, Assassins, Tanks, and Fighters, bringing in new tools and trinkets for each. This overhaul aims to refresh the game's strategies and tactics.

League of Legends 13.24 Champion Buffs and Nerfs
Riot is planning to drastically alter Braum and Galio, two champions who have been weak and boring for the past few months. The team is considering a number of champion buffs in addition to a few other minor changes. And this time, there are only a few nerfs, with the primary targets being Briar and Ivern. Riot is currently on the verge of being perfectly balanced, whereas Briar has always been either strong or weak.

Vel’Koz
Riot is giving a bunch of bug fixes to W and E, with some more E changes coming in the future.
- E - Tectonic Disruption
- Travel time reduced 0.55 flat ⇒ 0.25-0.55 seconds (based on distance)
- Missile now spawns at cast location
- No longer draws the circle indicator until after the 0.25 second cast time
- Fixed a bug where the spell would fizzle when Vel'Koz Flashes or is knocked-back at max range
- [BUGFIX] Fixes for W and E fizzling at times
League of Legends New Champion - Hwei
Introducing the LoL 168th champion, Hwei! Hwei, an artistic mid-laner, comes packed with an array of unique abilities that explore various emotions. His abilities, called Subjects, encompass positive and negative emotions, while his Passive lets him mark and detonate enemies for area-of-effect damage. It's a refreshing addition to the League roster.
Below are all of Hwei's abilities and combos:
- Passive: Signature of the Visionary
Hwei’s damaging abilities against enemy champions mark them for a few seconds. Hitting marked enemies with another damaging ability creates an explosion underneath them, detonating after a short delay and dealing magic damage to all enemies in range.
- Q – Subject: Disaster
Upon activating this subject, Hwei will gain access to three abilities that deal heavy damage and focus on decimating his enemies.
QQ: Devastating Fire
Hwei paints a blazing fireball that flies out in the target direction. It explodes on the first enemy hit or at maximum range, dealing magic damage plus percent max health magic damage to all enemies in an area.
QW: Severing Bolt
Hwei paints a long-range, devastating bolt at the target location. After a delay, the bolt strikes, dealing magic damage. Immobilized or isolated enemies take increased damage based on missing health.
QE: Molten Fissure
Hwei paints a field of exploding volcanic eruptions, creating lingering lava in its path. Every eruption deals magic damage to enemies hit. Enemies in the lava area are dealt magic damage per second and are slowed.
- W – Subject: Serenity
The Serenity subject grants Hwei access to more supportive spells, with each of these abilities granting buffs or shields to allies.
WQ: Fleeting Current
Hwei paints a current of swift waters in a line for a few seconds that grants movement speed to himself and his allies.
WW: Pool of Reflection
Hwei forms a protective pool at the target location that lasts for a few seconds. Allied champions inside the area gain an immediate shield, increasing in value over a few seconds while in the area.
WE: Stirring Lights
Hwei paints three swirling lights that circle him for several seconds. Hwei’s next three attacks of spells deal bonus magic damage and grant mana on hit.
- E – Subject: Torment
The Torment subject is focused entirely on crowd control, with all three of these spells having some sort of CC or displacement effect attached to them.
EQ: Grim Visage
Hwei launches a terrifying face that strikes the first enemy hit, dealing magic damage and causing them to flee for a brief duration.
EW: Gaze of the Abyss
Hwei paints an abyssal eye at the target location that grants vision and locks onto the nearest visible enemy champion. After a short delay, the eye fires at the locked-on champion, rooting the first enemy in its path for a few seconds and dealing magic damage to them.
EE: Crushing Maw
Hwei paints crushing jaws that deal magic damage to enemies hit and pulls them toward the center, slowing them by a set amount that quickly decays.
- R – Spiraling Despair
Hwei launches a vision of pure despair that sticks to an enemy champion for a few seconds. The vision expands and overwhelms all enemies it touches, dealing magic damage per second. Enemies within the zone are afflicted with stacks of Despair over time. Each stack of Despair applies a stacking percent slow. Upon competition, the vision shatters, dealing magic damage.
League of Legends 13.24 Skins
This year, a new set of skins and a new storyline for the sintered skins will be included in the Winterblessed 2023 Skins. Additionally, Hwei, the newest League of Legends champion on Summoner's Rift, will receive a new skin. Senna will receive another Legendary cosmetic, while Camille will receive a Prestige skin.
